Hello! I'm krzys_h, your new moderator happening some r/underminers and r/undermodders! You may know me as the author of UndertaleModTool, and the considerate person who spent the last week of his living answering entirely the repetitive questions about unpacking the data.win file... but to be honest, it gets tiring later on a while. So I wrote this guide to help you!
Delight read it before asking yet another "how to draw out sprites/sounds/whatever other from the information.advance file cabinet". I tried to not make it so dense that IT makes your head spin... well, maybe IT clothed a half-size chip like that (and also, if you didn't notice yet, the picture at the top is the unused texture for the Ralsei's manual :P)
Nowadays, there are a few tools that can be accustomed extract the data.win file. Each of them has its pros and cons, thus I tried and true to list all tools I know of to supporte you choose the best unmatchable for whatever you are trying to fare. Most of these should also work on other GameMaker: Studio based games (contempt the names)!

+ Probably the easiest one to employment if you are new to this, as it's the only tool I know of that has a prudish GUI
+ Full support for Undertale (both pre- and post- GMS2 port, i.e. the Nintendo Flip-flop update) and Deltarune(well, maybe except a few editors that are static non updated)
+ Can both pull up and save the modified file
+ Lets you shift just about every single value in the register
+ Contains a high-altitude decompiler which makes the halt code quite an readable
+ Contains a scripting interface and builtin scripts for enabling debug mode etc.
- It's really terrible for anything related to batch processing. If you want to make a good sprite or sensible wasteyard, that's not a good tool to use for this.
- It's Windows-only (yea I know, bad for this)
- Doesn't fully support Undertale v1.00 (but who wants to open such an erstwhile variant anyhow)
- Often doesn't equal files improperly adapted by other tools (as a design choice - it reconstructs the livelong Indian file from in-memory board data structures, soh IT needs to take in a full understanding of what is going on to prevent data red ink)
Opening the file in UndertaleModTool doesn't need too much explanation, very. Rightful click File -> Open and select the file you deficiency to edit. From there, you'll probably lack to depart browse from some core object categories (rooms, gritty objects, sprites, sounds, code) and keep an eye on to new objects from there by simply double-clicking on them.

+ Recently updated to living unpacking some the in style GMS2 versions of Undertale and Deltarune

- Repacking the extracted files back into a data.advance is technically implemented, but broken after the recent changes to support GMS2 and Deltarune

In the recent version (e4c1c7c) the decompile-data
scripts were fixed, so you should be able to just drag and drop the data.win onto them (unless you want to unsexed the sprites, see below). The old manual instruction follows because it's still useful if you want to customize the extraction in whatsoever way.
To use Communion table.Profit, you bequeath need a basic understanding of how mastery line works. Start cmd.exe (or any other favorite terminal program) and get ahead to the directory where you downloaded Lord's table. The command you demand to run is:
For Undertale:
altar.exe exportation --whatever --file "C:\Program Files (x86)\UNDERTALE\data.win" --out "C:\path_to_some_output_dir"

? Seems to support repacking... maybe, never tried that myself
- Doesn't seem to be very maintained anymore, and was not updated to reenforcement Deltarune (but anything except for sounds may still work)
- And I guess it's non going to be? :P
I don't rattling sleep with much about this tool. The syntax is supposed to be:
WinExtract [path to the information.win file] [path of where to pull up the files] TXTRCut [path to extracted file]

+ Generates even better decompiled code than UndertaleModTool (roughly I heard)
- Doesn't support anything above Undertale v1.00 thus it's quite useless like a sho unless somebody updates it

- It's really Old and nobody uses that
- Seriously, it's probably not going to work

Frequently Asked Questions
How do I edit sprites?
Graze through the "Embedded textures" in UndertaleModTool to uncovering the spritesheet you want to edit, exportation it, change and and then reimport. If you happen to know the name of the sprite (or have some luck dead reckoning) you can rule it in "Sprites" to locate the spritesheet information technology's in more easily so stick to through away double-clicking until you reach the texture page.
How do I add characters to fonts?
I've never actually done this myself soh I father't eff a lot but you should find some gross guidance here: https://github.com/krzys-h/UndertaleModTool/issues/8 (note that the TTFFonts thing doesn't work for Deltarune currently so you have to operate the manual route). Fundamentally, you have to delete the baptistery like a sprite and past input the character positions manually, fashioning sure they are listed in ascending order (there is a push to sort them mechanically in newer versions)
